About the Speech:

President Hoyer illustrated the role of the EIB in fostering competitiveness through investment in Education, Technology and Strategic Infrastructure. He advocated for increasing the level of structural investment which fell during the economic crisis. He also addressed the role of EIB in promoting convergence through substantial investment in weaker EU economies, which ensures inclusiveness and is important in the context of the rise of populism. He also discussed co-operation between the EIB and the ESM.

About the Speaker:

Mr. Hoyer has been President of the European Investment Bank and Chairman of its Board of Directors since 1 January 2012. From 2009 to 2011, he was Minister of State (Deputy Foreign Minister) at the German Foreign Office, with responsibility for Political and Security Affairs, European Affairs, United Nations and Arms Control; and Commissioner for Franco-German Cooperation. From 2002 to 2009 he was Deputy Chairman and Foreign Affairs Spokesman of the FDP (Free Democratic Party) parliamentary group. He was also from 2000-2005 President of the European Liberal Democratic Reform Party (ELDR).
