In a recent paper for CEPS, Erwan Fouéré argues that 2018 was a year dominated by deep divisions among the EU member states – despite the great expectations set by the European Commission’s February 2018 strategy paper. In his address to the IIEA, Mr Fouéré argues that a major effort will now be required to restore credibility to the EU’s enlargement agenda and ensure a genuine re-engagement with the Western Balkans.

About the Speaker:

Erwan Fouéré is an Associate Senior Research Fellow at CEPS. He previously served as Special Representative of the OSCE Chairperson-in-Office for the Transdniestrian Settlement Process. He has held a number of posts in the European Union including as the first EU Special Representative/Head of Delegation to the former Yugoslav Republic of Macedonia (2005), the first Head of Delegation to South Africa (1994) and the first Head of Delegation to Mexico and Cuba (1989). He was awarded the Order of Good Hope, Grand Officer, by President Nelson Mandela in 1998.
